According to White House Covid coordinator Jeffrey Zients, in early November, the Biden Administration is allowing foreign nationals to fly into the U.S if they are fully vaccinated and can show proof and if they get a negative covid test result. Doing this will ease travel restrictions and cause the foreign nationals to be vaccinated.
Although this will decrease the amount of people coming to the U.S with Covid19, most countries have a very small supply of the vaccines.
Foreign nationals will have to be tested three days prior to departure and show proof of a negative result. If you are unvaccinated, you must get a Covid19 test one day prior to departure and again after your arrival.
The CDC will require airlines to collect information from the passengers. The information asked for will be phone numbers and email addresses. They will ask for this information to notify you if somebody on your flight tested positive for Covid19.
It has not been stated yet if there is a certain vaccine allowed for this policy or if you can use any vaccine to be considered fully vaccinated. This policy also only applies to air travel. Land border crossings is still available without these restrictions but this has also been closed due to nonessential travel to Canada and Mexico.
